Lieberman: Senate to consider cybersecurity bill by 'end of next week.' Sen. Joe Lieberman (I-Conn.) said the Senate is going to begin consideration of his cybersecurity bill "by the end of next week." Lieberman said the bill will be similar to the version introduced in February but there "will be some changes" made to the information sharing and critical infrastructure sections. He is working with bill co-sponsors Sens. Susan Collins (R-Maine), Jay Rockefeller (D-W.Va.) and Dianne Feinstein (D-Calif.) on a draft with those changes. (The Hill)
New warning about online fraud. New research suggests 12 million pieces of personal information were traded online by fraudsters between January and April this year. (BBC)

Obama reopens outsourcing attacks. President Obama used an hour-long town hall event in Cincinnati on Monday to mock Republican Mitt Romney’s economic plan as one that would create jobs only overseas, as the two candidates continued to trade insults in a presidential campaign that has turned increasingly bitter in recent days. IMF cuts global growth forecast as emerging economies slow. The International Monetary Fund on Monday cut its forecast for global economic growth and warned that the outlook could dim further if policymakers in the euro zone do not act with enough force and speed to quell their region's debt crisis. GOP leaders slam the door on carbon taxes. Republican leaders say advocates who have been discussing a carbon tax behind closed doors are wasting their breath. (The Hill)
Nuclear issue puts increasing pressure on Japan government. Japan's government came under fire on Tuesday over its handling of public hearings on nuclear energy policy, threatening to dent already sagging support for the ruling party ahead of an election many expect to be this year. (Reuters)

The selection of Ms. Mayer, one of the top executives at Google, makes her one of the most prominent women in Silicon Valley and corporate America and is considered a surprising coup for Yahoo. Google+ Debuts at Top Spot in Customer Survey. Google Inc. (GOOG)’s social network debuted at the top spot on a customer-service index of social-media websites, including Facebook Inc. (FB), which sank to a record low in the annual report. Google+, which was started in June 2011, tied information aggregator Wikipedia with a score of 78 in the social-media category on the American Customer Satisfaction Index E-Business Report, which ranks companies on a 100-point scale. Facebook, criticized for changes to its interface, had a score of 61, down from 66 last year and 64 in the 2010 report. (Bloomberg)
AOL comes out fighting against skeptics. Tim Armstrong, 41, is still battling skepticism from the advertising industry and Wall Street about AOL’s ability to turn itself round. But after surviving a proxy battle last month with a dissident shareholder, and boosting AOL’s shares with a patent sale, he has a stronger case. On Tuesday, Mr Armstrong plans to announce the appointment of a new chief marketing officer and a shift in AOL’s marketing focus, from concentrating only on the AOL brand to boosting the stable of brands under its umbrella, such as the online news and commentary site Huffington Post, technology blog TechCrunch, film site Moviefone and Games.com. In Nod to New Era, Microsoft Unveils Touch-Based Version of Office. Microsoft redesigned its Office applications to take advantage of trends like touch-based devices, social networking and cloud computing. (NYT)
Microsoft Faces New EU Probe on Browser Choice. Microsoft faces a European Union antitrust probe into allegations it is failing to offer consumers a choice of Internet browsers under terms of a previous settlement with regulators. EU Competition Commission Joaquin Almunia said regulators had received complaints that Microsoft may have misled the EU over the use of a browser choice screen for users of its Windows operating system. Microsoft has already been fined 1.68 billion euros ($2.06 billion) in EU antitrust probes dating back a decade. The Redmond, Washington-based company agreed to offer access to competitors’ browsers as a part of a 2009 settlement to repair its relationship with the bloc’s regulators.
Cisco Buys Software Security Firm Virtuata. Cisco said it bought Virtuata, a closely held security software firm, giving the highly acquisitive networking company new tools related to cloud computing and data-center infrastructure. (WSJ)
Alcatel-Lucent Warns on 2012 Profit. French telecom equipment maker Alcatel-Lucent said that weak economic conditions will mean it will miss a key performance target this year, sending its shares spiraling in early trade. (WSJ)
In-Q-Tel: The CIA's Tax-Funded Player In Silicon Valley. For more than a decade the CIA has run its own venture capital fund called In Q-Tel. It was founded in the late 1990s when the CIA was drowning in data and didn't have the tools to connect the dots. Today, In-Q-Tel has become one of the most unusual investors in Silicon Valley. (NPR)

House: The House convenes at 2 p.m. ET and will consider several bills on the suspension calendar. Votes are expected after 6:30 p.m. Bills to be considered include: S 2039 — Levee construction; S 1959 — Haqqani network terrorist designation; HR 6018 — Foreign relations authorization; S 2165 — United States-Israel enhanced security cooperation; and S 2009 — Insular areas.
Senate: The Senate convenes at 10 a.m. ET and continues debate on S 3369 – the campaign finance disclosure bill. Votes are expected today.
Road to November
Governor Romney: The Governor hosts a rally at at Horizontal Wireline Services in Irwin, Penn. It is an energy company that focuses on natural gas.
President Obama: President Obama will travel to San Antonio and Austin, Texas, for fundraising events. In San Antonio, he will deliver remarks at a fundraising reception at the Henry B. Gonzalez Convention Center. In Austin, he will deliver remarks at a fundraising reception at the Austin Music Hall. He also has two fundraisers in private homes in each city today.
