BREAKING: Ky. clerk says she will not issue marriage licenses, but won't stop deputies from issuing them

  Rowan County Clerk Kim Davis said Monday she will continue to defy the Supreme Court order and will not authorize marriage licenses. Davis said she will take no action against deputy clerks who issue licenses, but says the forms will not be under her name of authority, raising questions about the legality of those licenses.
