In his State of the Union address on Tuesday, President Barack Obama announced he would begin pushing Congress to "authorize the use of force" against the Islamic State. Although military strikes against the terrorist group have been underway since the summer of 2014, legislators have never given the president formal permission to conduct these operations in what many describe as yet another American war.
