On Wednesday, MPAC had its first discussion on Metro chief operating officer Martha Bennett's urban growth management recommendation. MPAC didn't take a position on Bennett's recommendation, but did discuss some of the elements in her proposal.

The Clackamas County Commission and Metro Council haven't always seen eye-to-eye in the last few years. From light rail to greenhouse gas reduction, conversations between the county and regional government seem to have been more about disagreements than solutions. But the tide, it seems, is turning. After a two-hour joint work session at Clackamas County's office complex Tuesday, it was clear the two boards have a lot to work on – together.

Metro uses the growth forecast to determine whether it needs to expand the urban growth boundary. The boundary is required by law to have capacity for 20 years of growth – often a topic of debate by developers and land conservation advocates.

Over the next 20 years, the Portland region can expect about 400,000 more people inside the urban growth boundary as people move here and have children. Planning for that growth will be the focus of the Metro Council in the months ahead.

The plan was adopted by the Metro Council yesterday and signifies a turning point for prioritizing and funding projects that increase safety for walking and bicycling, grow active transportation trails, or fill in gaps to the current network.
